Synopsis: A martial artist seeks revenge on the killers of one of his students. Centers on an 1812 law that when a Naval vessel is attacked, Congress can't declare war without the President's permission. Following a terrorist attack on a boat, the speaker of the house invokes the law to declare war on the terrorists. The book then follows two stories: the War against the terrorists and the conflict between the President and the speaker.
